U.S. MANUFACTURERS SUPPORT NEW NOISE STANDARD

January 24, 2001-WASHINGTON, D.C.- AIA joins a wide range of aviation and environmental stakeholders in endorsing the International Civil Aviation Organization's (ICAO) call for a new more stringent noise standard for large civil aircraft. ICAO's Committee on Aviation Environmental Protection (CAEP) produced recommendations for a new certification standard at the conclusion of its fifth meeting in Montreal this week.

If ICAO adopts CAEP's recommendations, the standard will go into effect on Jan. 1, 2006. It requires new airliners to be at least 10 decibels quieter than the existing ICAO standard. In the U.S., new aircraft are currently certified to the FAA's "Stage 3" standard, which is based on the current ICAO "Chapter 3" rules.

While the Chapter 4 rule will impose new costs on both manufacturers and airlines, AIA members fully endorse the ICAO's timely action as necessary to ensure continuing progress on this important environmental issue according to John W. Douglass, President and CEO of AIA. "The overarching issue here is to achieve consensus on a single global standard for all aircraft," said Douglass.

CAEP's work concluded on Jan. 17 with a set of recommendations for the ICAO Council. The new "Chapter 4" standard is the principal result. It is based on detailed study of the costs and benefits of some twenty-eight possible noise reduction strategies for world airports. ICAO's goal is to reduce the number of people affected by excessive noise and other environmental emissions from aircraft while at the same time accommodating projected traffic growth.

On behalf of U.S. manufacturers, Douglass thanked FAA's James Erickson who led the U.S. delegation to the CAEP for his tireless work in leading the committee to an international consensus. He also cited the important contributions of Edward Stimpson, U.S. ambassador to ICAO.

The CAEP committee is made up of government policy makers, technical experts and economists from 18 member countries including the U.S. The recommendations of the CAEP committee now go to the ICAO Council, where a work plan for moving the recommendations forward will be developed.
