Statement by AIA President and CEO John W. Douglass regarding the efforts of the House Committee on Transportation and Infrastructure to ensure full funding of the FAA

February 7, 2001-WASHINGTON, D.C.- The Aerospace Industries Association applauds the efforts of House Committee Transportation and Infrastructure Chairman Don Young (R-AK) and Ranking Member Jim Oberstar (D-MN) to ensure full funding for the Aviation Investment and Reform Act for the 21st Century (AIR 21). The Office of Management and Budget’s (OMB) preliminary funding levels for the Federal Aviation Administration (FAA) falls $368 million short of the amounts guaranteed by AIR 21 for capital programs in FY 2002. For operations, the OMB proposes a shortfall of $200 million for the level authorized in AIR 21 and $600 million short of the level FAA needs to carry out it responsibilities.

AIA firmly agrees with the House Committee’s position that operations and capital accounts for the AIR 21 guarantees remain fully funded. We feel that the principle behind AIR 21 must be upheld: aviation trust funds should be used to meet the capital investment needs of our aviation system. In addition, AIA supports full funding of operations from the General Fund as provided in AIR 21.

Funding for improved air traffic control is critical to alleviate aviation gridlock. Increased air traffic congestion caused record airline delays last summer and can compromise aviation safety. It is also imperative that the FAA operations be funded at a level that ensures a safe and efficient aviation system. The traveling public deserves no less.
