Defense Department Applauds AIA Support Of Performance Based Logistics
WASHINGTON, D.C. May 20-- At a recent meeting of the Aerospace Industries Association's Product Support Committee, the Defense Department commended AIA's continued support of Performance Based Logistics (PBL).
PBL is a weapon system sustainment strategy that features integrated supply chains and increased industry/government partnering to meet warfighter performance requirements for weapon system life cycle support. Emphasizing outcomes vice segmented logistics support, PBL provides increased levels of system readiness and reduced total ownership costs through efficient management and direct accountability.
PBL was first proposed by the AIA Product Support Committee as a preferred sustainment strategy as part of the joint Aeronautical Commander's Group study in 1999.
The DoD endorsed the strategy as part of the Future Logistics Enterprise (DoD's logistics transformation strategy) and the Quadrennial Defense Review. At this year's spring AIA Product Support conference in Clearwater, Florida, DoD officials cited the extraordinary system availability rates achieved by PBL platforms engaged in Operation Enduring Freedom and Operation Iraqi Freedom.
According to senior DoD officials, PBL platforms not only exceeded required support levels during Operation Iraqi Freedom, but also exceeded the availability rates of traditionally supported weapons. DoD acknowledged the commitment and dedication of the AIA membership in supporting a variety of weapon systems and in assisting DoD in addressing regulatory barriers to broader PBL application.
As part of the Future Logistics Enterprise, DoD is projecting that 95 major PBL efforts will be initiated by 2005 under the direction of the Honorable Diane K. Morales, Deputy Under Secretary of Defense for Logistics and Material Readiness.
