Director, Workforce and Industrial-Base Development
This position is responsible for developing and managing the execution of industry positions, policies, events and programs on all matters related to the aerospace and defense workforce and Industrial Base.
Nature and Scope of Work:
Reporting: This position reports to the Asst. Vice President, Technical Operations and Workforce
Responsibilities: This position is responsible for developing and managing the execution of all efforts related to current and future aerospace workforce and industrial-base policies, programs and initiatives and to overcome challenges that may impede these efforts for industry.
As Director, Workforce and Industrial-Base Development responsibility is to support the AIA Workforce Policy Working Groups, the Business Technology Interoperability Committee and the Engineering Management Committee, which report into the AIA Workforce Policy Council and the Technical Operation Council respectively. This position coordinates analytical efforts, projects and programs concerned with the development, attraction, recruitment, retention and enhancement of the aerospace workforce. Issue areas include science, technology, engineering and mathematics (STEM) educational policy and programs; education and workforce training policies at the federal, state and local-levels; and development of and industry participation in national, state and regional-level STEM coalitions and networks. In addition this position is responsible for supporting the AIA Business Technology Interoperability and Engineering Management Committees facilitating consensus positions, guidelines and standards. The goal of these products is to aggregate outcomes to improve and sustain the Aerospace and Defense Industrial base.
This position also monitors statutes, policies and regulations that affect education, personnel policy, and other related matters for information that may be of interest to AIA member companies. In addition, this position coordinates functional activities with other AIA councils and committees to ensure broadly integrated coverage of workforce, Engineering and technology issues as they affect different sectors of the aerospace industry and related government agencies.
Act as primary liaison and staff support for the AIA Work Force Policy Working Groups (STEM Workforce, Workforce Analytics, Workforce Skills Development), Engineering Management Committee and Business Technology Committee
Act as the AIA lead in the planning for and execution of AIA meetings and coordinated state STEM meetings conducted jointly with other associations to generate communication and collaboration among all stakeholders to drive systemic change in STEM education and workforce development at the state and regional levels.
Coordinate and work closely with the other AIA councils on their workforce related issues.
Work closely with the AIA Team America Rocketry Challenge (TARC) manager and offer innovative ways to make the TARC program a best practice in workforce development program and enhance its value for both participants and sponsors.
Engage in the development of initiatives designed to revitalize and develop the aerospace workforce, Engineering and Business Technology including representing AIA in meetings and conferences on related issues.
Represent AIA in meetings with coalition partners and government officials.
Coordinate workforce efforts with other industry organizations and government and non-government partners, such as the Business-Higher Education Forum, Battelle, the National Network of Business and Industry Associations, the Manufacturing Institute at the National Association of Manufacturers, the Business Roundtable, and state STEM networks.
Serves as a central resource person, and as such responds to inquiries from member companies, government officials and the public seeking information and background data on STEM and workforce issues. These inquiries can range from general questions to highly specific requests that may take days to assemble the required data and background information.
Create analytical products illuminating workforce, Engineering and Business Technology issues. Prepare position papers, news articles/updates, and other products as required
Review government regulatory and policy proposals regarding workforce and STEM education issues and coordinate the review and AIA position development with appropriate committee membership.
Coordinate AIA workforce positions and initiatives with AIA legislative, communications, membership, and other policy offices.
Be an advocate for the U.S. Aerospace and Defense Industry.
Passionate about the aerospace industry
Ability to work with and guide large groups with divergent views to build consensus and unity required
Must be an entrepreneur and have marketing skills, demonstrated ability to cultivate good relations with students, government representatives, academia, and other stakeholders
Excellent interpersonal and communications (verbal and written) skills required
Must be comfortable working in a high-visibility environment with strict deadlines
Able to travel domestically and abroad
Advanced degree in education, engineering or related field desirable
Have an understanding of the skillsets that rare relevant to the industry’s technical and skilled workforce
Knowledge of workforce development issues and programs as they relate to the aerospace/defense industry preferred
Experience with STEM programs
Knowable of engineering management practices and strong project management skills preferred
