Industrial Base: More Questions, Fewer Answers
By Marion C. Blakey - The Defense Under Secretary for Acquisition, Technology and Logistics Ash Carter made remarks at the Cowen Investment Conference in early February that were significant in acknowledging the strong partnership between DOD and industry and DOD's important role in managing the defense industrial base. However, while Carter's remarks offered some insight into the department's thinking, they raised more questions than they answered about its industrial base policy, or lack thereof.
