Vice President, Legislative Affairs

Jess Moore is the Vice President of Legislative Affairs at the Aerospace Industries Association (AIA), leading the association’s legislative strategy to advance policy, advocacy, and membership goals. She works closely with leadership to shape aerospace and defense legislation, keep members informed on Capitol Hill and Administration developments, and ensure AIA’s proactive engagement on federal legislative and regulatory matters.

Moore brings deep experience in federal legislative advocacy, international security cooperation, and aerospace and defense industry engagement. Most recently, Moore served as Senior Director of Global Government Relations at GE Aerospace, leading engagement with the Executive Branch and Congress on trade, export controls, supply chain policy, and defense and commercial sales. Moore also stewarded industry‑wide strategy on civil aviation tariffs, managed critical minerals risk mitigation efforts, secured key export licenses for allied aviation programs, and coordinated CEO‑level engagements at major international forums. Moore additionally served as GE’s Deputy Washington Representative to AIA, engaging actively with AIA’s International Council.

Prior to GE Aerospace, Moore served as Director of International Security Cooperation at Textron Inc., advocating for foreign military sales and commercial sales priorities across the Executive and Legislative branches. Moore strengthened Textron’s policy and political objectives through a strong bipartisan network on Capitol Hill, advised leaders across multiple business units, and led cross‑functional efforts on strategic policy initiatives, including “Buy American.”

Moore also brings substantial public‑sector experience. At the U.S. Department of State, Moore served as Acting Assistant Secretary and Deputy Assistant Secretary of House Affairs, leading the Department’s engagement with Congress and managing a large, multidisciplinary team. In these roles, Moore supported senior leadership on major foreign policy and national security issues, including key appropriations and COVID‑19 repatriation efforts, and helped secure bipartisan support for significant foreign military sales. Earlier in Moore’s career, she held senior positions in the U.S. House of Representatives — including Chief of Staff, Legislative Director, and Legislative Assistant — gaining deep experience in policy development, appropriations, and congressional oversight.

Moore earned a Bachelor of Arts in Communication from Virginia Polytechnic Institute and State University (Virginia Tech).
