Position Summary:

AIA is seeking a passionate and driven individual to join our legislative affairs division. The Vice President, Legislative Affairs will manage a dynamic portfolio of legislative initiatives and contribute to shaping AIA’s advocacy efforts.

The Vice President of Legislative Affairs will report directly to the Senior Vice President of External Affairs and serve as a strategic partner to fellow Vice Presidents in advancing our organizational mission. This leadership role oversees a team that includes two Senior Directors, one Manager, and a shared Coordinator in collaboration with the Communications Division.

The Vice President, Legislative Affairs will lead the development and implementation of AIA’s comprehensive legislative strategy to support the association’s policy, industry advocacy and membership goals. The incumbent will communicate the industry’s interests to members of Congress, White House and Administration officials, state and local leaders, and inform AIA members of key legislative policy developments and impacts. The Vice President is responsible for defining, shaping, and tracking legislation of interest to the aerospace industry; communicating legislative developments to members; presenting industry views and positions to Members of Congress and their staff; developing an engagement plan for the President and CEO, and serving as the principal staff contact for other organizations with overlapping legislative objectives. In this role the Vice President will manage AIA’s development and execution of our industry positions, strategies, and programs on all matters related to building and supporting a dynamic future workforce for the aerospace and defense industry and our member companies. The ideal leader in this role will have the ability to focus and refine a legislative strategy while emphasizing the professional development of the staff.

This position is also responsible for ensuring the association’s compliance with legal and regulatory requirements related to federal lobbying. This includes, but is not limited to, a leadership role in staff training and education as well as review of the association’s quarterly reports under the Lobbying Disclosure Act.

In addition, the Vice President will develop the annual strategic objectives for legislative affairs, working closely with the SVP of External Affairs and other AIA senior leadership to ensure that strategy aligns with AIA’s mission, strategic plan, and specific objectives, in coordination with other departments. We’re looking for someone to ensure that AIA takes proactive actions to stay ahead of critical regulatory and legislative issues affecting our industry. It is expected that this position will involve registration and reporting as a federal lobbyist, as required by law, but not registration as a lobbyist before any state.

Qualifications and Experience:

  • Executive in a company or association, with specific expertise in federal legislative advocacy or relations.
  • 12+ years’ supervisory experience in government, an association, or aerospace-defense related corporation with responsibility over multidisciplinary functions.
  • Experience in developing and managing departmental budgets.
  • Superb interpersonal skills and demonstrated ability to work collegially with others and with the highest standards of integrity.
  • First-rate personal, political, analytical and organizational skills.
  • Creativity and ability to quickly get up to speed on complex technical and regulatory issues.

Position Summary:

The Vice President of Finance is responsible for the strategic direction, management, and execution of all financial functions across the organization. This position is responsible for leading the accounting and financial functions. This role also provides similar accounting and financial functions for two affiliated corporations: the National Center for Advanced Technologies (NCAT) and the National Institute for Aerospace Studies and Services (NIASS). The Vice President, Finance supports one standing AIA Executive Committee (member company CEO-level) subcommittee, the Finance Committee.

The Senior Director, Procurement Policy supports the Vice President for National Security Policy on all matters relating to DOD procurement policy, including but not limited to, contract management and pricing policy matters. The incumbent represents AIA on these and related issues to AIA membership, outside organizations, the Department of Defense (DOD), other executive branch agencies, and Congressional committees and member offices.

Building on their experience, judgment, and network, the incumbent works with and seeks input from member companies, councils, and committees, and is responsible for monitoring, analyzing, proposing, and advocating for legislation, regulation, and policies concerning defense procurement; monitoring implementation of such rules; and other related areas.

Key Responsibilities:

The Senior Director, Procurement Policy serves as AIA’s primary defense contracting policy resource. The incumbent responds to inquiries from member companies, government officials, military personnel, the public, and the press.  These inquiries may range from general questions to highly technical requests requiring significant effort to assemble data and related background information.  The incumbent also may prepare Congressional testimony on association positions for AIA leaders.

The Senior Director, Procurement Policy maintains regular contact with government officials and representatives of the DOD, Executive Branch agencies, and other offices.  The incumbent may accompany the Vice President for National Security Policy and other senior AIA leaders to meet with senior Administration officials, members of Congress and staff, AIA member company Chief Executive Officers and other executives, and other senior individuals in and out of government.

The Senior Director, Procurement Policy may be called upon to present AIA’s views orally and in writing to government and industry officials and to the media; to represent AIA in coalitions that are formed to present a unified approach on national security policy issues of mutual interest; and to represent AIA positions as a spokesperson at conferences and seminars.  The incumbent will contribute articles and news items to AIA publications, highlighting issues and developments within the NSP division’s portfolio, and prepare summaries of such issues for use during AIA or outside meetings.

The Senior Director, Procurement Policy will support the Vice President for National Security Policy by leading and coordinating the activities of AIA’s acquisition-focused councils, committees and working groups, primarily the Acquisition Policy Council, Cost Principles Committee, Contract Management Committee, Aerospace and Defense Controllers Committee, Cash Flow Committee, and others.

Policy Leadership (40%)

  • Representing AIA to all stakeholders across the federal contracting community.
  • Leading AIA input to, comments on, and communications regarding defense procurement policy matters, including executive orders, regulatory actions, policy memoranda, and other guidance affecting defense procurement.
  • Analyzing industry challenges and opportunities and synthesizing concepts and ideas coming from government contacts and AIA’s council, committee and working group activities into cohesive policy positions.

Collaboration & Advocacy (40%)

  • Advocating for the association’s acquisition and procurement priorities and agenda in collaboration with internal AIA staff, including senior directors for Communications, Legislative Affairs, Civil Aviation, Space Systems, and other divisions.
  • Providing regular input and advisory support to the Washington Procurement Committee and informing AIA legislative goals and activities.
  • Building industry consensus among member companies on relevant and timely defense industry topics and issues and serving as staff liaison to relevant internal and external groups.

Industry Advocacy (20%)

  • Overseeing arrangements and content for periodic council and committee meetings (including developing the agenda, assembling background information and materials, arranging for speakers and other participants, and ensuring that minutes are prepared), and managing expenses associated with all council and committee meetings.
  • Assisting with the planning and execution of major association events, including Executive Committee and Washington Representatives meetings, and semi-annual Board of Governors meetings,
  • Other duties as assigned.

Qualifications and Experience:

Experience

  • The Senior Director, Procurement Policy must be a known and respected practitioner in the defense acquisition community, with focused experience in defense contracting policies and practices.
  • The successful candidate will have a deep understanding of the U.S and international defense ecosystem, with a minimum of 12 years of experience in the DOD, the U.S. Congress, a DOD supplier, and/or a relevant trade association.
  • The combination of both industry and DoD experience is highly valued.
  • The incumbent must have excellent writing, research, speaking ability, superior attention to detail, and be skilled at working within large groups with divergent views to build consensus.

Education

  • Bachelor’s degree, preferred.
  • Specialized acquisition credentials and certifications, and/or a Juris Doctor or Master’s degree with contracting, business, or national security concentration are preferred.

Position Summary:

The Technical Director for Civil Aviation reports directly to AIA’s Vice President for Civil Aviation. The Technical Director is responsible for supporting and advancing the entire range of priorities within the Civil Aviation portfolio as well as cross division focus on other engineering and technical issues that impact or are expected to impact the aerospace industry. The Technical Director will bring their technical, organizational, political, and business acumen to bear in anticipating and/or resolving issues associated with current and future aerospace systems, products, and operations. A key focus may be associated with certification of new or modified progress and methodologies by which current processes/practices can be improved for greater efficiencies.

The Technical Director will advise the AIA Senior Leadership team of technical, operational, and regulatory implications of domestic and international policy initiatives that impact the aerospace manufacturing industry. The Technical Director will manage content and membership of relevant CCWGs for Civil Aviation. These bodies may take the initiative to formulate positions to be presented to the U.S. government, international bodies, and other industries. The Technical Director is expected to foster an environment of teamwork, professionalism, and outcomes.

Key Responsibilities:

Regulatory, Policy and Technology Management (40%)

  • The Technical Director is responsible for anticipating and/or monitoring issues and policies that affect the design, manufacture, operation and maintenance of traditional and emerging aircraft and operations.
  • The Technical Director may be called on to deal with associated issues such as spectrum, automation, AI, etc. for these domains and for coordinating AIA’s activities in these areas.  These associated issues might include policy formulation, economic, and technical trends, flight safety and regulation, aircraft environmental performance, legislative initiatives, and R&D policy.
  • The Technical Director will develop new policies, positions, and ideas to advance advocacy and respond to significant government legislation and regulatory changes on behalf of the commercial aviation industry.
  • The Technical Director will proactively stay updated in their field(s) of expertise and will be expected to conduct seminars, webinars, and other events to facilitate education/awareness among AIA staff and members.

Member Engagement, Cross Government/Industry Coordination, Interpersonal Skills (40%)

  • The Technical Director works closely within the Civil Aviation team and with other internal departments and staff; in conjunction with the Vice President, the Technical Director provides focus for all aspects of civil aviation efforts, which may overlap other functional departments within the association.
  • The Technical Director proactively builds partnerships external to AIA, including those with AIA members, relevant USG interests to include Congressional staff, other CAAs, industry stakeholders, other trade associations, and multi-lateral and other international organizations through CCWGs and other forums.
  • The Technical Director is seen as a trusted partner internally and externally by engaging with others, developing quality products, and demonstrating accountable behaviors.
  • The Technical Director participates in seeking industry alignment; drafting and refining AIA’s positions on the various issues and topics under consideration and in making these viewpoints known to appropriate relevant officials.
  • The Technical Director develops agendas, meeting objectives, and participants, prepares budgets and supervises site selection, meeting arrangements, generation of background materials, and minutes of the proceedings.
  • The Technical Director serves as a key resource to the AIA Leadership Team and other departments in issues beyond civil aviation (i.e., AIA events).

External Engagement (20%)

  • The Technical Director works with the Vice President(s) and team(s) to (including but not limited to) identify opportunities for AIA participation to optimize industry voice; prepare for panels and moderates discussions at high-level aviation summits and conferences; serves as an industry representative on government advisory boards and committees.
  • The Technical Director represents U.S. manufacturing positions in multi-lateral and international forum.

Qualifications and Experience:

  • Bachelor’s degree in an aerospace discipline, engineering, technology discipline, math, other related technical areas; an advanced degree or other additional education is preferred.
  • A minimum of 8-10 years prior experience in aerospace related public or private institution.
  • Experience managing, developing, or advocating positions on issues related to aviation/aerospace systems, emerging technologies, or infrastructure. A thorough understanding of civil aviation policy and regulation is preferred.
  • Demonstrated strong written and oral communications skills with the ability to write or oversee technical briefs, advocacy papers, and comments on rulemaking activities.
  • Demonstrated proficiency and experience in customer service with high standards of timeliness and responsiveness.
  • Demonstrated experience working in a highly collaborative environment where teamwork, collegiality, and self-motivation are necessary for success.

Position Summary:

The Director of Technical Policy is responsible for managing the execution of various activities in support of the Aerospace and Defense technical workforce. In this role, you will help create AIA positions and advocacy strategies on policies and practices affecting the industry primarily related to technical domains, including artificial intelligence, digital thread, quality assurance, product support, and engineering practice.

The incumbent will be responsible for supporting the strategic goals of the AIA Engineering & Technology Leadership Council within committees and working groups. These groups currently address engineering management, product support, and quality assurance. The Director will serve as the staff liaison to gain concurrence on policy matters and will then work with other AIA resources to establish communication and influence strategies.

The Director will also monitor and analyze relevant legislation and regulations and develop policy positions and recommendations to support the industry’s goals and objectives.

The Director has demonstrated an ability to be a thought leader on the intersection of technical practice and policy, and has domain expertise in either space, national defense, or civil aerospace markets. The Director has experience in solving unique/complex problems, especially in arriving at consensus positions between various stakeholder groups with differing interests and opinions. This position requires a high degree of influence without authority, and the successful candidate will be able to describe situations where this skill has been applied.

This position reports to the Vice President of Engineering & Technology.

Key Responsibilities:

Manage activities related to convening and supporting technical policy discussions (50%).

  • Convene and facilitate groups of aviation industry stakeholders, including representatives from government and regulatory agencies, to discuss and address technical policy issues and challenges.
  • Develop and communicate policy positions and recommendations that reflect the industry’s consensus and best practices on technical policy matters.
  • Track actions resulting from meetings and provide support to close actions as needed. Initiate data collection related to industry priorities among AIA companies and develop proposals, position papers, and supporting communication materials for advocacy and outreach.

Develop technical policy tracking capabilities and structures and facilitate communication internally and externally (30%).

  • Track and review legislation and regulations that affect the aviation industry’s technical interests and needs and provide timely and accurate feedback and input.
    • Represent the organization and the industry in various technical policy forums and events and establish and maintain effective relationships with key policy makers and influencers.
    • Develop briefings on policy proposals and present the content to interested stakeholders.
    • Develop and execute a communication strategy between the AIA staff, the AIA member technical community, and policy makers.

Coordinate technical activities across AIA divisions (20%).

  • Coordinate and collaborate with other policy directors and staff within the organization to ensure alignment and consistency of policy messages and strategies.
  • Oversees the efforts to improve information sharing, organizational planning, and identifying issues that will enhance coordination throughout the organization on cross-divisional and organization-wide events and activities.

Qualifications and Experience:

  • A bachelor’s degree in engineering, computer science, public policy, or a related field. An advanced degree is preferred.
  • 8 – 10 years of experience in policy development, with a focus on technical policy issues and challenges.
  • Demonstrated knowledge and expertise in various technical domains, with specific depth in at least one of the following technical domains: artificial intelligence, digital thread, quality assurance, or engineering practice.
  • Excellent communication, presentation, and interpersonal skills, with the ability to convey complex technical information in a clear and concise manner.

Position Summary:

The Coordinator, International Affairs and National Security Policy serves as the essential operational backbone of two critical divisions of AIA. Reporting to the Vice Presidents of International Affairs and National Security Policy, the Coordinator supports two divisions that are playing a leading role in shaping global trade, defense, and national security policy. This position routinely engages at the highest levels of industry, the U.S. government, foreign governments, and outside stakeholders.

The ideal person for this position is an organized, discreet, collegial, customer service-oriented, problem solving professional with excellent communication skills and attention to detail. The position requires excellent operational skills, attention to details, and outstanding oral and written communication ability.

They must be able to quickly switch between near- and long-term tasks. Managing multiple meetings, executing day-to-day operations, maintaining excellent records, and meeting changing deadlines is essential to the position.

Key Responsibilities:

This position will have primary responsibility for operational support of both the International Affairs and National Security Policy division Vice Presidents and their respective division operations, including schedule and calendar maintenance, expense filing, coordinating team meetings, engagement with internal/external stakeholders on behalf of each leader, and other responsibilities as directed by the Vice Presidents. The incumbent will also support overall division tasks, including assisting with council, committees and working group actions, preparing and disseminating initial drafts of documents for member company distribution and/or AIA leadership, preparing policy summaries for AIA leadership and members, and collaborating on Association-wide flagship events.

Administrative Coordination for Division Leadership (70%)

  • Interact daily with each Vice President and internal/external stakeholders on division tasks with a customer service-oriented, responsiveness, project management, and attention-to-detail approach.
  • Prepare expense reports for each Vice President on a regular basis.
  • Manage near- and long-term schedules for each Vice President and division, including scheduling meetings, deconflicting competing scheduling demands, and anticipating deadlines and milestones.
  • Serve as a point of contact for communication for each division with internal/external stakeholders, including coordinating team engagements, tracking internal/external deadlines, and anticipating internal/external requirements.
  • Maintain, update, and provide management of division-wide electronic filing systems using the Microsoft suite of programs (e.g., SharePoint, Project, Outlook, Excel, PowerPoint, etc.) and internal member databases (i.e., MemberCast).
  • Ensure timely and accurate receipt, processing and verification of division invoices utilizing organizational financial systems.

Support to Policy and Advocacy Activities (15%)

  • Prepare and disseminate highly accurate, large-scale correspondence to division councils, committees and working groups to update members on division activities using bulk correspondence/Outlook notification programs on a weekly basis.
  • Prepare summaries of AIA council, committee, and working group meetings.
  • Monitor and prepare summaries of outside policy events (e.g., Congressional hearings, think tank discussions, etc.) for AIA leadership and members.

Enterprise-wide Collaboration (15%)

  • Provide support to AIA-wide flagship events, including bi-yearly meetings, quarterly executive meetings, monthly industry-wide interactions, and international air and trade shows.
  • Collaborate with other division Coordinators/Senior Coordinators on organization-wide needs on an as needed basis, to include planning/execution of meetings or events led by other parts AIA.
  • Participate in special projects, focus groups, and other assignments as needed.

Qualifications and Experience:

Minimum Requirements

  • Native understanding and extensive work within the Microsoft Office environment (Outlook, Word, Excel, PowerPoint, Project, SharePoint) is required.
  • Strong oral and written communication skills (concise, timely, positive nature).
  • Ability to work under time pressure to meet deadlines and capability to quickly flex to changes in priorities. In addition, be flexible where extra hours are needed without always being asked.
  • Demonstrated ability to effectively communicate and collaborate with individuals across various levels of the association’s hierarchy within a diverse organization.
  • Ability to independently prioritize, multi-task duties, and collaborate across AIA. In addition, possesses well-developed interpersonal and time management skills.
  • Natural desire to take ownership to contribute to the broader team.
  • Motivated, “can-do” attitude that contributes to the mission of the organization and the industry.
  • Ability to handle confidential information with professionalism, maturity, and trust.

Experience

  • At least 1 year of relevant operations experience and project management is desired.
  • Proficient writing skills, including the ability to develop background and talking points quickly and in a concise manner is sought after.

Education

  • Bachelor’s degree in a relevant field (e.g., international affairs, political science, public affairs/public policy, business/economics, journalism, history, etc.) is preferred.

Position Summary:

Reporting to the Senior Director, Corporate Events this position is primarily responsible for supporting the planning and execution of AIA’s strategic events, as well as providing logistical support for various association meetings (in-person, hybrid, and virtual).

The ideal candidate is highly organized and experienced in the online components of events to include registration, event web pages, surveys, etc. The incumbent will contribute to the planning of high-profile external events that enhance the organization’s image among media, government officials, and key stakeholders. This includes multi-day meetings with senior government officials and receptions at international air shows. Partner with internal cross-functional teams to create event agendas, marketing materials, and content that meet engagement targets. Assist in the design, development, and execution of marketing and outreach strategies under the direction of the Senior Director, Corporate Events.

Key Responsibilities:

  • Ability to travel up to 20%; valid passport required. Availability to work evenings and weekends as needed.
  • Strong interpersonal skills with ability to maintain effective working relationships with staff and collaborate across AIA.
  • Native understanding and extensive work within the Microsoft Office environment (Outlook, Word, Excel, PowerPoint, Project planning programs, SharePoint) is required.

Qualifications and Experience:

Experience

  • Minimum of 3 years’ experience in hospitality, conference planning or special events.
  • Strong ability to balance multiple priorities, work independently and participate as a part of a cross-functional team, keep others informed through clear written and verbal communication, while maintaining a high level of productivity.
  • Cvent experience highly desired.
  • Familiarity with Photoshop and Canva.

Education

  • Associate’s degree in hospitality, communications, marketing, or related field, a plus.
